The Senate on March 30, passed the Electoral Act No 6 2010 (Amendment)
Bill 2017 and one of the things it will do when signed into law, is
abolish arbitrary fees for nomination forms fixed by political parties.
Before now, the parties demanded high fees for nomination forms from aspirants, fixing a price as it deemed fit.
President
Muhammadu Buhari famously claimed he borrowed money to pay for his
nomination form which cost N25 Million, in the build up to the 2015
general elections.
However, the Bill has now put a N10 Million limit on the forms.
The Bill is also aimed at instituting reforms in the electoral process by making it more free, fair and credible.
HERE ARE 17 HIGHLIGHTS OF THE BILL
–
It stipulates that “there shall now be full biometric accreditation of
voters with smart card readers and/or other technological devices, as
INEC may introduce for elections from time to time”.
– It
provides that “presiding officers must now instantly transmit
accreditation data and results from polling units to various collation
centres. Presiding officer who contravene this shall be imprisoned for
at least five years (no option of fine)”.
– It states that “all
presiding officer must now first record accreditation data and polling
results on INEC’s prescribed forms before transmitting them. The
data/result recorded must be the same with what they transmitted”.
– INEC now has unfettered powers to conduct elections by electronic voting.
Besides manual registers, INEC is now mandated to keep electronic registers of voters.

INEC is now mandated to publish voters’ registers on its official
website(s) for public scrutiny at least 30 days before a general
election and any INEC staff that is responsible for this but fails to
act as prescribed shall be liable on conviction to six months’
imprisonment.
– INEC is now mandated to keep a national
electronic register of election results as a distinct database or
repository of polling unit by polling unit results for all elections
conducted by INEC.
Collation of election result is now mainly
electronic, as transmitted unit results will help to determine final
results on real time basis.
– INEC is now mandated to record
details of electoral materials – quantities, serial numbers used to
conduct elections (for proper tracking).
– A political party
whose candidate dies after commencement of an election and before the
declaration of the result of that election now has a 14-day window to
conduct a fresh primary in order for INEC to conduct a fresh election
within 21 days of the death of the party’s candidate.
Political
parties’ polling agents are now entitled to inspect originals of
electoral materials before commencement of election and any presiding
officer who violates this provision of the law shall be imprisoned for
at least one year.
– No political party can impose
qualification/disqualification criteria, measures or conditions on any
Nigerian for the purpose of nomination for elective offices, except as
provided in the 1999 constitution.
– The election of a winner of
an election can no longer be challenged on grounds of qualification, if
he, the (winner) satisfied the applicable requirements of sections 65,
106, 131 or 177 of the Constitution of the Federal Republic of Nigeria,
1999 (as amended), and he is not, as may be applicable, in breach of
sections 66, 107, 137 or 182 of the Constitution of the Federal Republic
of Nigeria, 1999. (For example, a person’s election cannot be
challenged on the grounds that he did not pay tax, as this is not a
qualifying condition under the constitution.)
– All members of
political parties are now eligible to determine the ad-hoc delegates to
elect candidates of parties in indirect primaries. The capacity of
party executives to unduly influence or rig party primaries has been
reasonably curtailed, if not totally removed.
Parties can no longer
impose arbitrary nomination fees on political aspirants. The bill passed
prescribes limits for each elective office as follows:
(a) N150, 000 for a ward councillorship aspirant in the FCT;
(b) N250, 000 for an area council chairmanship aspirant in the FCT;
(c) N500, 000 for a house of assembly aspirant;
(d) N1, 000, 000 for a house of representatives aspirant;
(e) N2, 000, 000 for a senatorial aspirant;
(f) N5, 000, 000) for a governorship aspirant; and
(g) N10, 000, 000) for a presidential aspirant.

Relying on the powers of the national assembly in Paragraph 11 of Part
II (Concurrent Legislative List) of the Second Schedule (Legislative
Powers) to the Constitution of the Federal Republic of Nigeria, 1999 (as
amended), the senate also passed measures reforming procedures
regulating local government elections. State independent electoral
commissions can no longer conduct elections that do not meet minimum
standards of credibility.
Also, any INEC official who disobeys a
tribunal order for inspection of electoral materials shall be imprisoned
for two years, without an option of a fine.

FG Begins Online Registration Of Unemployed Nigerians

According to the Deputy Director, Information & Public Relations, National Directorate of Employment (NDE), Edmund Onwuliri, the development is a part of the government quest to keep a robust data base for unemployed persons and provide jobs.
The registration, according to him, is in compliance with the third mandate of the NDE which requires it “to obtain and maintain a data bank on employment and vacancies in the country with a view to acting as a clearing house to link job seekers with vacancies in collaboration with other government agencies.”
Onwuliri said the framework for the online registration, being handled by the Directorate has been completed and ready for lunch; adding that the NDE has also completed the framework for the electronic registration of unemployed persons in Nigeria.
He said: “The online portal which goes live on Wednesday April 5, 2017, is designed to capture the relevant details of any unemployed person. It will equally serve as a job exchange portal that will link job seekers and employers.
“There will be a practical demonstration of the workings of the portal at the NDE stand at the on-going 28th edition of the Enugu International Trade on Thursday April 6, 2017. However, the portal can be accessed by logging on to www.jobsforall.ng. The Directorate sees this initiative as a bold step towards deepening the effectiveness of its employment creation strategies and a critical input into the process of designing, implementation, monitoring and evaluation of programmes and schemes.”
The online portal will also serve as a meeting point for job seekers and employers thereby reducing the cumbersome process of recruitment among employers of skilled labour in the private and public sectors.

FG Meets Investor Of Modular Refinery Project In Gbaramatu Kingdom
Federal government has assured American energy investors of security and enabling environment for the takeoff of a multi-billion-dollar modular refinery project in Gbaramatu Kingdom of Delta State.Petroleum minister Ibe Kachikwu was in talks with a delegation fro m Missouri American Energy at the weekend.
He told the delegation, that President Mohammadu Buhari is deeply worried about the huge environmental degradation and environmental pollution that is associated with the unprofessional, unscientific and unconventional methods being adopted by local refinery operators in the country, hence the Federal government has taken a decision to encourage the establishment of modular refinery with serious encouragement to local refinery operators to key into the project.
"The President is so concerned about the Niger Delta environment and has assured the ministries and all its agencies of his readiness to ensure that some of the bureaucratic requirements needed for the establishments of such a refinery would be relaxed so that foreign investors Missouri American Energy Moham and Community Capital Group of Canada can be encouraged to do business under the new dispensation", the petroleum minister told the delegation.
According to the Minister the Federal government is desirous on how the Niger Delta could be encouraged to do legitimate petroleum refining business without necessarily hurting the environment or creating other environment problems.
The Minister who was represented by Engineer Rabiu Suleiman, Executive Director/Coordinator Nigeria National Petroleum Corporation (NNPC) Refinery, Downstream and Infrastructural Development, commended Gbaramatu Kingdom for coming up with such laudable foreign partnership initiative and keying into the Federal Government policy of discouraging illegal and hazardous method of refining petroleum products.
Earlier, leader of the delegation and representative of Gbaramatu Oil and Gas Producing Trust Fund (GOGPTF) the promoters of the Gbaramatu Modular Refinery Chief Dr. Wellington Okirika said Gbaramatu oil and gas producing trust fund is a group of major oil and gas producing communities in Gbaramatu Kingdom Escravos, Warri South West Local Government Council of Delta State.
Chief Okirika explained that rhe trust fund covers eight ( flow stations of Jones Creek, Odidi I and Odidi II Egwa I and Egwa II, all former SPDC flow stations now being operated by Nigerian Petroleum Development Company (NPDC). Other includes Abiteye, Otunana and Makaraba flow stations all operated by the American oil giant Chevron Nigeria Limited.
According to Chief Okirika the 20,000 barrels per day production facilities we no doubt encourage grass root development and peace process in the Niger Delta.
"Already the project site has been surveyed and cleared, feasibilities studies and bankable business plans have been prepared by Financial Bridge, Miami USA. All that is needed now is friendly governmental policies that will encourage the growth and sustainability of such business ventures", Chief Okirika disclosed.
President of Missouri American Energy Moham, Henry Iwenofu, said already $200 million earmarked for the take off of fabrication and installation of Modular refinery components in the USA and Nigeria respectively is intact.

The interview question “What’s your greatest weakness?” is one of most pointless and offensive questions you can ask a job applicant, but interviewers still ask it every day.
They don’t realize that well-brought-up people do not ask perfect strangers about their weaknesses.
They don’t realize that asking the question “What’s your greatest weakness?” marks them as just another clueless, by-the-book HR or Recruiting drone. We have to feel sorry for them!
The obnoxious question “What’s your greatest weakness?” should have been retired from the corporate and institutional recruiting playbook at least twenty years ago.
Here are five reasons this is one of the worst interview questions ever asked of a job-seeker:
You are an interviewer, not a therapist. It is none of your business what someone’s weaknesses are.
It is cowardly to ask a personal question about someone’s weaknesses without sharing your own weakness at the same time. Doing so conveys the message “I will happily ask you questions I wouldn’t answer myself. I’m in the power position. You aren’t!”
It is only a cultural construct that people have weaknesses at all. Some people subscribe to that view. It is a popular view in the United States but many people living elsewhere believe that people are perfectly equipped for their missions here on earth.
If a weakness is something you wish you could do better than you can, then there will always be millions more things that you can’t do than things you can do. What makes some of these things weaknesses? If you’re interested in them, you’ll get better at them over time and if you’re not, you won’t.
“What’s your greatest weakness?” is a miserable interview question if only because it is so trite. An interviewer who relies on lame, done-to-death interview questions tells the world he or she doesn’t have the insight or creativity to improve on the Mad Men-era traditional interview script — and that is sad!
If you are asked the “weakness” question on a job interview, you have two choices. You can get up and leave the interview — and there are certainly situations where that may be the best course of action — but if you want to stick around, you have to answer the question.
Most of us have heard that the best answer to “What’s your greatest weakness?” is to share a “weakness” that is really a strength, like a tendency to work too hard or be too demanding of yourself.
Those lame, done-to-death answers are just as bad as the original lame, done-to-death question!

I moved closer and closer to creative work with every job I took after that. My initial concern that I wasn’t good enough at spreadsheets was really just my fear of stepping into my power.
Nowadays I don’t think of myself as a person with weaknesses. There are lots of things I’m never going to be good at, and that’s okay. It would be a bad use of my time to try to get better at those things. My job is to get better at the things I love to do — things I’m already good at, like art direction and design.

Andy shifted the frame when he answered the “weakness” question in a non-traditional way. He made the interviewer think, and that is the best thing you can do on a job interview.
